he Netherlands has unveiled a bold national strategy to position itself as a global frontrunner in biotechnology by the year 2040. Anchored by an initial investment of €1.3 billion, the plan is outlined in the newly released Cabinet Vision on Biotechnology, a policy framework approved by the Council of Ministers.

This strategy aims to leverage the country’s historical strengths in life sciences to drive innovation in public health, circular economy, and food security. The proposal was jointly introduced by Minister of Economic Affairs Dirk Beljaarts and State Secretary for Infrastructure and Water Management C.A. Jansen.

Accelerating Innovation Through Regulatory Reform

One of the most transformative elements of the Dutch strategy is its commitment to regulatory modernization. The government intends to remove national regulatory bottlenecks that hinder biotech innovation and is considering the creation of experimental pilot zones or regulatory sandboxes to facilitate the testing and deployment of novel technologies in a controlled setting.

By aligning its regulatory and funding instruments with strategic societal goals, the Netherlands is also advocating for a resilient and forward-looking European framework to support biotech growth across borders.

National Growth Fund and Long-Term Investment

The bulk of the €1.3 billion investment will come from the National Growth Fund, earmarked to support early-stage research, market introduction, and commercialization of biotech innovations. In addition, the government is evaluating new financial incentives to ensure long-term sustainability and global competitiveness of the sector.

Sector Applauds Integrated Approach

The national biotech association HollandBIO praised the initiative, highlighting the government’s acknowledgment of both the economic and strategic importance of biotechnology. In particular, the association welcomed the emphasis on cross-ministerial collaboration and the removal of structural barriers to innovation.

“As far as we’re concerned, this vision is the starting signal to do what the sector truly needs: rolling up our sleeves together to eliminate unnecessary obstacles,” HollandBIO stated.
